Enable list publishers/Library staff to make copies of the published version of a list

In the absence of an Undo button for accidental section deletion, it would be really useful to be able to make a Copy of the published (rather than Draft) version of a reading list.

We often get academics accidentally deleting large sections of their lists. They usually realise before hitting Publish, so that we then have a Draft version of the list which is missing lots of sections, and the Published version of the list which still has all the original sections.

If we could make a copy from the Published version, we could use that to in effect reinstate the accidentally-deleted sections.

However, at the moment you can only Copy when logged in/not in Student view - and in those circumstances, you can't access the Published version to copy! You only have the Copy action on the Draft list, which is precisely what we don't want to copy in these circumstances.

(We know we can export the bookmarks as a RIS file and the list as a PDF, so we have a record from which the list can be reconstructed, but that's still an enormous amount of work when it's a long and complex list, compared to just making a copy...)
