Remove Private Label, Add Public Label

The "Private" label continuous to create confusion for our instructors, as it is interpreted as private to the instructor (even when it says that the list is live and students can see changes).

Today, we received an email with a question that illustrates this again: "I see the word 'private' in red on the top left corner and I assume this is not a problem and the page is accessible to all students enrolled in the course?"

We would like to see the "Private" label completely removed, as it incorrectly states the status of the list. When a list is set to "Everyone" in terms of 'who can view' then it should receive a label of "Public" as that is accurate (currently, this status indicates nothing). We believe this reflects better what instructors need to see.
