Tagging at list and item level

We would like Talis to implement a tagging system at both list and item level. Ideally, we would like tags to be customizable, so we can define our own controlled vocabulary. For example, if all resources on a list were available in digital format we could tag with ‘100% Digital and Free List’. Or if a resource is open access we could tag the item as ‘OA’. Further to this we would like to be able to use the customised tag data for reporting purposes in Advanced MIS data. For this, it would be great to view who added the tag and the date.
