Add in emailing function to help support comms to academic users

There's a couple other idea regarding being able to send emails to list owners manually at set points :

I agree that more emailing functions suggested would be be especially useful and helpful to much of what we do.

other providers offer an inbuilt emailing function based both on trigger points (like notifications you already have) but also for bulk messaging of comms about the system.

I would like to propose that there be the option to email the built onto the list and item reports where by we an identify list creators/edits/owners for a set of lists, or items on a list (e.g. where no hierarchy code is attached, or for a set time period, status of published with unpublished changes or not edited since x date, ebook no longer available, etc) and be able to send out a bulk email to them, e.g. comms around roll-over, or, if they don't add a code to the list by x date it will be archived, etc.

Having a bulk emailing function would be invaluable to a system where the email address for the user is stored, and where we have no other mechanism to identify and email people on mass.
