Allow bulk rollover of archived lists

We have started to archive lists once their time period ends to ensure they cannot be edited anymore. However, we have found we cannot bulk rollover archived lists, only copy them one by one.

We cannot archive lists at the point of rollover, because the lists being rolled are often still in use when we do rollover.

We also cannot rollover lists just before we archive them, because it is not confirmed when/if the course will be taught again, or exactly what the time period dates will be the next time it is taught.

This means for the hundreds of courses not taught in consecutive semesters, we will have to 'copy' their reading lists manually one by one to roll them over, because bulk rollover of archived lists is not available.

Can bulk rollover of archived lists be enabled to mitigate this problem.
